Bio: Steve Jacob, MPH, MA, MSBA

“Healthcare Reform in 2020”

Steve Jacob is author of the book Health Care in 2020: Where Uncertain Reform, Bad Habits, Too Few Doctors and Skyrocketing Costs Are Taking Us. The book, published January 1, is available on Amazon.com and Barnes and Noble. He is the former suburban publisher of the Fort Worth Star-Telegram.

Steve has written about health policy for Texas newspapers and magazines since 2005. He is an adjunct professor at the School of Public Health at the University of North Texas. He holds master’s degrees in journalism and business administration from Indiana University and a master’s degree in health policy and management from the University of North Texas. He has won awards  from the Texas Public Health Association and Texas Medical Association for his commentary. His Star-Telegram columns were distributed nationally by the McClatchy Tribune News Service. He is a member of the National Speakers Association and speaks frequently about health reform.

Speaker Bios:

Alicia J. Haff

Alicia J. Haff has been licensed to practice law in Texas since 1997. She is admitted to practice before the Northern, Southern, Eastern and Western Districts of Texas and United States Court of Appeals - Fifth Circuit, 2003. Alicia obtained her Bachelor of Arts in History from Trinity University in 1992 and her Juris Doctorate from the University of Texas School of Law in Austin in 1996. Alicia is experienced in a broad range of civil litigation areas including employment law, commercial litigation, business disputes, insurance defense, and health & employee benefits matters. She obtained her General Lines Insurance License in the State of Texas in 2007 to further assist employers and insurance brokers in handling employee benefit matters. Aside from her legal practice, Alicia's goal is to educate employers with respect to laws, rules and regulations with which they must comply and to assist these employers, when needed, in coming into compliance as well as to protect themselves from or prepare for potential employment related litigation.

Alicia moved from Georgia, where she grew up, to Texas to attend Trinity University in 1989. Alicia obtained her BA in History from Trinity in 1992. She then attended University of Texas School of Law where she received her JD in 1996. Alicia also obtained her General Insurance Lines License in 2007.

Since 1997, the majority of Alicia's law practice has been in litigation. In June of 2010, she left her Partnership at the Law Firm of Curney, Garcia, Farmer, Pickering & House to more fully focus her practice on employment law and healthcare reform issues including performing employment audits to ensure employer compliance with today's laws, rules and regulations.

Alicia has been presenting to various groups around Texas since 2007 on issues including employment liability, broker liability, ADA Amendments, FLSA regulations, FMLA, Healthcare Reform, and the proper use of Business Associate Agreements, as well as many other topics.

Author and Speaker, Dean Lindsay, is a noted authority on harnessing human potential and creating authentic business growth.

Dean is a featured contributor to a wide variety of business publications, including: Executive Travel, Sales and Service Excellence, Networking Times, the American Management Association's Moving Ahead magazine, and Selling Power Live. He has also served as Guest Lecturer to UCLA and University of Dallas MBA programs, as well as at the International Customer Management Institute.

Ken Blanchard, coauthor of The One Minute Manager calls Dean's newest book, The Progress Challenge - "a much needed kick in the pants for all of us."


Joyce Dobervich, MBA, CBA

Joyce is President of Sage Benefit Group, Inc. A General Agency located in Dallas, TX. She consults and works with agents throughout the central United States. Her agency provides state-of-the-art plan design, employee education and wellness. Together her and her Principal Partner, Ron Dobervich, have instituted over 700 group plans.  Joyce is also a former instructor for NAABC - a driven healthcare through the education of insurance agents, healthcare specialists and professional advisors.  She currently offers CE classed via Sage to the brokerage community.  To become a "Certified Benefit Advisor" visit www.sagebenefitgroup.com.

Ms. Dobervich has over 20 years experience in sales, marketing and training specific to the Biotech/Medical Device industry, complimented by an extensive background in public health initiatives. A former member of the Minnesota Farm Safety Leadership team – she represented the state of Minnesota at the 1994 National Conference for NIOSH sponsored Centers for Agricultural Disease and Injury Research held at the University of California, Davis. An exciting and exceptional public speaker, she has addressed numerous audiences at public health forums and works hard to promote the health and wellbeing of employers and employees alike.

Joyce is a past board member of the Minnesota Oncology Hematology Foundation and the Minnesota Chapter of the Liver Foundation. She is also the founder and principal of Greya Productions which recently worked on a Discovery film project in paleontology “Secrets of the Dinosaur Mummy”.  Her future endeavors are aimed at providing news and information to the new health care consumer with an ultimate goal of creating dialogue between the research community and the public at large.

 

Sharon Alt

Sharon has worked in the employee benefits industry since 1989 and spent nearly 15 years as the president of Alt Benefit Consultants, a highly respected third-party administration company based in Fort Worth, Texas. In 2010, she sold the company she founded and has moved on to the next chapter in her life – she was recently re-married, is now living in Louisiana, and currently serves in an advisory role for the new company, Alt Bentley Yates. Sharon is currently the Sales Manager for Care Advocates, the newest addition to the Gilsbar group of companies. She is responsible for the nation-wide sales initiative for this growing advocacy company which specializes in helping members navigate the healthcare maze.

Over the years, Sharon has been an invited speaker at countless state and national association meetings and conferences, helping to educate agents, employer groups, and other TPAs on the proper administration of and compliance with Section 125, 105, and 223 Plans. She is passionate about the growing movement toward consumerism in health care and believes that the solution to our current health care crisis lies not in more government intervention but rather in asking consumers to take a more active role in their health care decisions.

Sharon is a past president and long-time member of the Fort Worth Association of Health Underwriters, where she was honored with the prestigious Donna Carnall Career Achievement Award in 2008. She has also served as the NAHU Region VI Media Chair and has been an instructor for NAHU’s Consumer-Directed Health Care Certification Class since it was introduced nearly 5 years ago.

From 2004-2007, Sharon hosted an internet talk radio show called The Benefits Buzz: Inside Health Insurance in America. Her weekly broadcasts helped educate insurance agents and HR professionals nationwide, and for her efforts she was presented with a presidential citation from the National Association of Health Underwriters. She also writes for Benefits Selling Magazine, a popular insurance industry publication. She has been a monthly columnist; has written several feature articles in the quarterly consumer-directed edition; has served on the magazine’s advisory board; and has been a guest speaker at the Benefits Selling Expo for the past five years.

Sharon’s list of accomplishments goes on and on, but what she is most proud of is her beautiful family. She has three children, a brand new stepson, seven grandchildren, and three dogs. She and her husband George recently purchased a house just outside of New Orleans.

Texas To Shut Down Consumer Health Assistance Program.

The New York Times  /Texas Tribune (2/24, A21A, Tan, Subscription Publication) reports, "A program created to help insurance-seekers in Texas cut through the complexities of federal health care reforms is shutting down in April, just 15 months after it opened its call center and years before the law goes into full effect." In September 2010, "the federal government awarded the Texas Department of Insurance a $2.8 million grant to start the Consumer Health Assistance Program." However, "federal financing was not renewed, and unlike some other states, Texas is not seeking alternative means to maintain its program." Advocates, as well as healthcare "providers, are anticipating a nightmare situation," as many uninsured Texans "will be required to sign up for benefits beginning in 2014" and "will need help understanding their rights and benefits."

Texas Legislators Spar Over Healthcare Plan.

The Dallas (TX) Morning News  (2/28, Garrett) reports, "Republican lawmakers on Monday belittled the federal health care overhaul's vaunted goal of near-universal coverage, while their Democratic colleagues questioned if Texas may be missing out on potential advantages by posturing against the law." Rep. Larry Taylor (R) "seized on written testimony from the state Health and Human Services Commission to imply that the law's costs will not justify the gains in coverage it brings." Rep. Elliott Naishtat (D) "questioned why the Texas Department of Insurance spent only $96,100 of a $1 million federal grant for planning the state health insurance exchange."
